A Joule Agent is not a bigger Joule Skill — it is a different engineering and governance discipline, and most BDC pilots stall exactly at the point where teams treat it as the same thing. The two decisions that determine whether an agent reaches production are the tool catalogue (5-8 tightly scoped tools, never an open discovery surface) and the guard rails around the ReAct loop — iteration cap, per-task budget cap, and an Article 14 human-oversight queue for any high-risk action.   • Configure and test a HITL review queue for an agent operating in a domain that classifies as Annex III high-risk under EU AI Act Article 14 — including trigger thresholds, reviewer interface, and audit log target
  • Produce an architecture decision record for a skill-versus-agent choice, quantifying the cost difference and documenting the governance controls that make the agent option acceptable to a compliance officer
