What is Sovereign AI on SAP?
SAP unveiled EU AI Cloud on 27 November 2025 as an umbrella over four sovereign deployment options and a partner model layer (Mistral AI, Cohere, OpenAI). This card separates what is stated available from what is announced or unconfirmed as of 4 October 2026, states that no Aleph Alpha delivery is announced, and gives a decision frame for regulated EU customers.
What SAP actually announced
On 27 November 2025 SAP unveiled EU AI Cloud, presented as the next stage of its European digital-sovereignty work: not a new product but a single framework that groups sovereign-cloud options and sovereign AI model access under one name. The press release describes four deployment choices and a partner model layer integrated into SAP Business AI Platform (formerly SAP BTP). Nine days earlier, on 18 November 2025 at the Franco-German summit on digital sovereignty in Berlin, SAP had announced an expanded alliance with Mistral AI. In May 2026, at Sapphire, SAP's press release again listed "Mistral AI and Cohere, delivering sovereign model options on SAP's cloud infrastructure". An architect should read this as a portfolio of choices with different sovereignty strengths, not as one guarantee.
The four deployment options
SAP's own wording separates them clearly:
- SAP Sovereign Cloud on SAP Cloud Infrastructure (EU): infrastructure-as-a-service in SAP's European data centres, built on open-source technology, with data stored inside the EU.
- SAP Sovereign Cloud On-Site: SAP-operated infrastructure inside a customer-owned or customer-selected data centre, described as offering "the highest levels of data, operational, technical and legal sovereignty".
- Selected hyperscalers per market: SAP commercial SaaS on global cloud providers, "with sovereignty features as required".
- Delos Cloud: a German sovereign cloud aimed at the public sector. Press coverage of the OpenAI for Germany initiative states that Delos runs on Microsoft Azure and that SAP plans to expand it to 4,000 GPUs, with a rollout targeted for 2026.
Why it matters
- EU AI Cloud is an umbrella of four deployment options plus a partner model layer, not a single GA product: scoping it as one product is the fastest way to over-promise.
- Sovereignty is layered (data, operations, technology, law) and model hosting is a separate layer; each option and each model must be checked on each layer, in writing.
- Several items remain announced rather than confirmed as of 4 October 2026 (Cohere North on the platform, OpenAI for Germany on Delos, any Mistral version on SAP Sovereign Cloud), and no Aleph Alpha delivery is announced.
