What is Copilot for Fabric on F-SKU capacity (F2 floor April 2025)?
Since April 2025, Copilot for Fabric requires a minimum F2 capacity (about $263/month in West Europe) — organisations running only F1 lost Copilot access outright when the gate was enforced.
What it is
Microsoft Fabric Copilot is the AI-assisted authoring and analytics layer embedded across Fabric's workloads — Power BI, Data Factory, Synapse Data Engineering, Data Science, and Real-Time Intelligence. It supports natural-language report creation, DAX measure generation, notebook code completion, pipeline authoring, and conversational data exploration. What distinguishes it from most enterprise Copilot rollouts is that its availability is gated at the capacity level rather than the per-user licence level: Copilot only surfaces inside a workspace when that workspace is backed by Fabric capacity of at least the F2 tier, or the equivalent P1 Premium per-capacity SKU. A workspace running on F1 or the free trial capacity type simply does not expose Copilot features, regardless of what licences individual users hold.
Why it matters: Fabric capacity is billed per compute unit per hour and scales in a doubling sequence — F2, F4, F8, F16, and upward through F2048 — so the F2 floor represents the minimum paid tier at which an organisation can offer Copilot to its users at all. This has caught out teams that provisioned F1 capacity for development or proof-of-concept work and assumed Copilot access would come bundled at that tier; once the capacity-level gate is enforced, those workspaces lose Copilot entirely until the capacity is upgraded. Budgeting for Fabric Copilot is therefore a capacity-sizing decision made before any user ever opens the feature, not a seat-based licensing decision made afterward.
Why it matters
- Fabric capacity billing scales in powers of two (F2 through F2048), so F2 is the cheapest paid tier and the only one where Copilot unlocks.
- Prompts and semantic-model metadata go to Azure OpenAI Service endpoints within the tenant's Azure geography by default, and are not used to train foundation models.
- Tenant admins can disable Copilot entirely via the Fabric Admin Portal if data-sovereignty policy requires it.
