What is BARC?

"We bought a CPM tool, we have CPM" is named as one of the most reliable predictors of failed implementation — mature CPM rests on five durable competencies that no tool alone provides, starting with strategic alignment.

What it is

BARC's CPM Trend Monitor tracks a management discipline, not a product category, and that distinction is the single most important thing a consultant can bring to a planning engagement: Corporate Performance Management — sometimes called Enterprise Performance Management — is the set of processes an organisation uses to turn strategy into financial and operational targets, track progress against them, and reallocate resources as conditions change. Buying a planning tool does not produce CPM capability any more than buying a gym membership produces fitness; conflating the two is one of the most reliable predictors of a stalled implementation.

Why it matters

The strategic-alignment test is concrete and diagnostic: can a mid-level manager explain how their department's budget connects to the company's stated strategy? In most organisations the answer is no — itself named as a CPM failure.
Driver-based planning is defined with actual formulas: Revenue = Volume × Price × Mix; OpEx = Headcount × Average Cost + Variable Cost per Unit — financial impact computes automatically when a driver changes, no budget rebuild needed.
Integrated financial/operational data is named as the alternative to "organisational arthritis" — finance planning in Tool A, actuals in ERP B, reports in Tool C produces slow, error-prone, politically contested numbers.
